Best reference tool for biblical word studies?

For Christmas, my husband wants a reference book for doing word studies. For example, he wants to take a word, like "righteousness", and look up the Greek/Hebrew word and its translations to get a deeper understanding of the word and its usage. Would I need to get a Bible concordance or dictionary, or Greek and Hebrew lexicons? Who's the best author for this kind of thing? Thanks!
